If you check the table on the purchase page you can see the Full Design Customization (including custom colors) not included in the Personal license:

I also came to the forum for this reason and I thought it must be a bug because I had just made a site using the free version and was able to select a custom color palette. Despite being sort of mentioned in that way on the premium plan page, I think it's misleading. I bought the personal premium plan so that I could make 2 more sites using custom color palettes, in the same exact way I just made one for free, not so that I could make 40 sites for a business. I would ask your company to reconsider this limitation for the personal license.
It feels completely like a scam to take away a free feature.
