If I purchase the Personal pkg and in a month I figure I really need the Business pkg. Is there a way to just upgrade and pay for the difference?

Yes. When you log in you can see the upgrade options.

Hi,

Once you purchase the license, you will have a chance to extend or upgrade it.

Like in the picture below, the customer has a PRO package, and he has options to extend it with a 40% discount or upgrade it to the Ultimate with the difference in the price.
