I have Nicepage Pro Edition licence and i crated 5 user. Can I use nicepage desktop app for each user? I want installation desktop app on pc or notebook for each users. Is it possible?

No, please check this article about client licenses:
https://nicepage.com/doc/25536/client-licenses

They allow to work with the plug-ins on the site, the desktop application requires a regular license.
