I have lost my local files on desktop, however, the uploaded version is still on the web. Is there any way to import it to the software?

Not unless you also checked the box to include the project file when you exported it.
Your best bet would be to find the folder.
Did you move anything?
Look in documents\nicepage folder.
Look where your preferences folder is pointed.

New windows, already tried file recovery software, no luck. :(

Unfortunately only the exported Project file can be imported back into the application.
