Probably you were looking in the Hosting subscription table. If you use Joomla, then you need a Designer App Pack:
https://nicepage.com/premium

That will include the desktop application for creating the theme and content and also plug-in for Joomla. With the Pro and Ultimate editions you will also have the Client Licenses that you can provide to your customer so they could use the Nicepage editor (plug-in) on their site to edit and create new content.

Does that mean I need to buy a license per machine? User log in would be the same. Well, better asked, what is the best way for me to set up a site and have my admin assistant maintain it?

Nicepage create designs, so you can set sites, as many as you need, and create designs for them using Nicepage.
