I am not able to export my website as static html pages without buying premium. Although, I should be able to export it, since the exporting in the starter pack is included.

The export as HTML option is available in the Desktop with the Nicepage free version (Starter plan).
In the Online Editor https://nicepage.com/Editor/Siteboard/#/dashboard, two export options (as HTML and as a Project) are premium features.
