Modal popups - Purchase plan comparison. Per site or global?

Hi. Looking at the various purchase plans for Nicepage, I see that the amount of modal popups you're allowed is different per package (why is this even a limitation?).

Anyway, on the Business Edition for example, you are allowed 10. Is this overall or per site?
