The general settings are available under the Theme drop-down menu >> Fonts menu. But if you have selected some custom fonts for some elements inside your content, that won't change it.

These settings predefine the Fonts that would be used in your Theme for different text elements, and after applying it for the Blank Theme they will be used in your project if you will not change them manually for any element.
You can find this setting after opening any page of your project and on the panel on the left Site Colors and Fonts >> Color Theme >> After that choose the text elements you want predefined.
