How can I fix it?

The blog posts element shows your posts, and the list of posts will be the same on each page accordingly. You need to add a filter by category to show different posts on pages.

How to create categories for my blog and filter them?

Sorry for misleading you.
Yes, you can add filter by category to the Blog posts element but categories are added for each post using CMS tools. Nicepage has no post categories for sites exported to HTML.
