Multiple Header / Footer Blocks

I noticed some months ago, you could have multiple header blocks, I don't find it today. I also was wondering if I could have multiple footer blocks. For example. I want to change the scrolling sponsors at the bottom of a page and for them to change on all other pages.

You can add several header blocks, please see attached.
The footer block can be only one.
