When I use the offline app to create a site I can use the upload to nicepage to get it now online. Can I take the online version and send it back to my computer for offline developement?

Export the Project file and import into the desktop app.

Correctly noticed, you can export/import projects or use direct import within the application or online builder to edit the copy of your site if it is published.
