I need to place my gallery arrows outside the carousel (see screenshots attached). I've tried changing the z-index, moving the margin etc, but I'm not winning.

You can move these arrows only within the carousel element. Unfortunately, it is impossible to place them outside a carousel, but we have added this feature to our wishlist.
