Can't get multi-level hamburger menu to work - second level immediately closes on wordpress

I can't get my multi-level hamburger menu (which displays on android by default, and on windows when I scale down the browser window) to work. When I click on the first level, the second level just flashes and immediately closes, so it's impossible to select anything.

I found what was causing this: the hosting site had a few days before to adjust the php config because it had failed at one point uploading the .zip file, and there was extra junk that left that was not getting cleaned up from then on. Deleting everything and starting over fixed the problem.
