Please provide more details about the question, for example, where do you want to upload files? after exporting HTML, it will be a folder or zip, Do you need to cut JS and then upload again in the Nicepage? it will be a throwing error.
JS is a full logic, no one can work without JS, but it will work, when you write HTML and CSS it is also a website but not active, it will be only text images, etc, without actions.
So does not sense without JS.
