No navigation links in Menubar in Joomla

I've linked a few pages in the footer, like disclaimer etc. If I then click on the links the header comes but no menu item appears, all empty. I have already tried to include them as submenu items in the app, after the upploud there is no submenu. would be great if someone knows how to solve this. These are important links that have to be on every page because of the DSGVO.

So, I solved the problem. In the navigation module you have to create the virtual navigation points, so I only created a navigation with the points in the navigation in the footer, the menu assignment. Then selected the menu items in the footer menu, voila, it works. Joomla always has the problem with documents that are not listed in the main navigation. You have to link them with a non-activated one.

Unfortunately, my solution no longer works, nor does it work for a new project. Problem listed again.
For example, if I set a link in the footer to a page that is not listed in the main navigation, the following page loads without a main navigation.
I have tried to integrate a navigation module in the footer, but this doesn't work. Is there a workaround for this problem? I have also tried to link to a block, this does not work either. Sorry, this is a basic function of a page, it must work reliably.

Another problem, when I place a joomla module in the footer, I can't delete it again, so there is neither a trash can to select nor any other possibility, you have to have the same document open in a different tab in the browser and if the attempt doesn't work overwrite it with the open old version. Luckily I had this open in a tap by mistake.

Please also check that your menu module is assigned to all pages and not to the selected one.

If you need to link to the block on another page, then you need to use the full link like http://site.com/page#anchor

Please provide more details. You cannot delete the module in the module manager in Joomla? We need the detailed step-by-step instruction to reproduce the issue.

The assignment on all pages worked, now the navigation appears. I had clicked on them individually, thanks for that.
Take a look at the two screeshots, now the trash can is missing.

Hi Ralf,

It is better to assign a menu module to all pages ("All pages" option). It is not the same as if you check all pages from the list.

Please click on the empty area below the position content. You should now see the trash icon.
