Yes, you can make themes for commercial sites.

It is possible to make commercial projects using pictures from templates of Nicepage designers

You can use the images from the Stock tab if you create the theme for a single customer. You cannot resell themes with the stock images.

Can I show my clients pictures of Nicepage designer templates for inspiration in commercial projects

Yes, you can show pictures of the designs.

Can I after exporting to html on the basis of this html to do commercial theme for other CMS

You can edit the exported HTML code as you wish, but note that we do not provide support for such custom modifications.

I just wanted to clarify I meant the pictures that in your design templates they can be used or they need to be replaced by others ? For example pictures for the background of Your design templates can be used ?

The pictures in our ready designs can be used by your clients. Usually, these are free images. But please note that reselling is not allowed in any form.
