Yes, unfortunately at this moment in Nicepage you cant add such effects for menu that will be work in all responsive modes, but we have added your request in our wishlist.

Nicepage provides HTML control where you can insert custom HTML/CSS/JS to create the desired element. Please check the documentation on how to implement this example on the web page and use HTML control to insert custom code.

To add custom CSS code to the whole website please use :
Website Settings >> Additional CSS

Be aware that there are separate settings for Site Settings and Page Settings. Site Settings code will be applied to all pages.

For HTML control there are two places to add it :
Choose any block you wish to add additional HTML, choose:
- Element >> HTML
Also, you can add custom HTML to the Head section using:
-Site Settings/Page Settings >> HTML >> Additional Head HTML
