my questions is can I design a website here and then give the html to someone else so he can run it on another domain not related to nicepage. because when i tried to save my website's html it came out in the form of a compressed file and i dont know how to change it into readable html code.

You can export the html and host it elsewhere.
The online web app allows html export during the 7 day trial.
After that, you'll need to use the desktop version.
