Unfortunately, you cannot set up a base font size smaller than 13px. This is behavior by default.

Why would you choose such a strange number as 13 for the base default font size? This is so bizarre! 12pt type is practically a standard in publishing, whether in print or on the web. Please seriously consider changing this default in the next update.

By the default, base font size is set to 16px and that is the common value for the base font size in web design. You can then use the 12px value for the desired elements in the design.
