It means 5 at a time.
You could always export a Project file as a backup, delete the site, and add another one.
So 5 total at a time.

You need a desktop application to use Designer App Pack, a "Personal" package, and you can create 5 projects inside your application dashboard at the same time.
Note to save your project after each update.
